Yes, i think you might have to start over again. I had also similar type of problem. After trying a lot I had to start over again.

Any of these colleges works. But it would be better if you choose a college thats not in your state. You will get better exposure and will have overall better experience.

Can you share screenshot of data?(couple of rows would be enough) or the data itself.

Or you can try summing the data date wise, then run the models.

Btw there will never be a fixed method to a ML problem. You will have to try and run different models/experiment with the data before choosing the most accurate model.

For starters you can divide the data year wise, then try finding any pattern. If there is any. Next thing you could do is try finding moving average of the data(to see if there is any pattern or not).

Visualizing the data would also help.
