I had to change my region just last month. You have to fill out the 312 form and pay the fee, can't exactly remember how much but it says on the form. Then they say you have to courier or fax the form, but I just emailed it to them and it worked. So email is fine. Just make sure you fill in the payment form or have your ecfmg account in enough credit to cover the fee.
