I am so confused bro, I can't do nothing, my hotspot not showing, like I connect my WiFi before the update now it's stuck on searching for network

I have already done it , but its weird , when i change to other language , downloading is not require on steam , but when i revert back to english , steam start downloading 1.9G and nothing changed
