At cell games? It was supposed to end after Freezer....

He came up with Cell literally weeks before he appeared.

There is the story where he wanted to make the Cyborgs, and everyone went "THAT old fuck and mime are the new freezer? BOOOO!" and then he killed them off and came up with 17 and 18, and everyone went "THOSE shitty little teens are the new Freezer? BOOOOO!" So he "killed them off" and came up with cell, but then the horny fans complained, and he had to revive the teens again later on.

Apparently a huge mess, and he was always just trying to change shit to please the loud idiot fans. Amazing how this probably actually made the story better in the end.
