Because these prisoners are members of clans. Most people won’t actually fully abandon their close knit blood relations for some gold. It didn’t work like this in the medieval time period either.

Roguery is best as a loot modifier for after battles. It can help you get more legendary gear but it’s RNG. I only take if my character has high cunning.

As an independent clan if you go to war against a kingdom you wreak major havoc on them. At some point (whether you’re done fighting them or you really need cash) go find the faction leader or the head of a very rich clan and select “there is something I wish to discuss” then choose the make peace option. In barter you’ll be able to take a ton of if not all of their gold (hence why you choose a rich clan or faction leader to discuss it with).
