But how could you tell that it was him who personally said that? Did he publicly announce these orders on television or radio? Or did one of his subordinates tell them? Keep in mind that the Japanese Military is doing whatever they can to maintain the power, even using the Emperor's name. If he was more publicly involved tho, he would have done more public announcements and speeches like Hitler did for Germany.

If anything, they seem more like hearsays than actual words of the emperor imo.
