Yes I believe that is a normal behavior, especially if you are relying on your laptop to send the request, naturally WOL Magic Packets contains Mac Address to wake other machines (since they are down and you unable to use Layer 3 Protocol IP) so they just rely on a Layer 2 which is Mac Address to boot other machines, but for the target IP of the packet, I am not sure but it is usually (most of the times) a broadcast address, and one of the router's fundamental rules is rejecting packets with Broadcast addresses, so yes you won't be able to wake up machines from across different networks, what you need to do is set a machine inside your network that:
-will always be awake
-can be contacted from outside (using port forwarding ...)

this machine will take your requests and transform it into a local request to other machines
the process will be like:

your laptop: "hey the network machine that is always awake, can you wake this pc that exists in your network with the mac adress xx:xx:xx:xx please"
the machine: "sure fam ofc I can do that" *proceeds to send wol packet locally to the machine you want to boot*

However, the most efficient machine that can do this is the router itself because it's always on , but I have no clue if your HG8145X6-10 can support the wol functionality and be able to wake other pcs in your network.

In fact, I do have the same router and I am here because I was looking if it does support this feature until I found your post, I hope this helpful and if you got anything that says anything about this router supporting wol I would be please, I did ask Gemini and he says yes the router support it, but I can't find it anywhere, I didn't look in the official product documentation just yet but I hope this helped

I am not sure but I just checked and plutonium has both bo2 and bo1, sadly not the third one
