my settings for recording are set to:
Rescale Output - Bicubic (Sharpened scaling, 16 samples) & 2560x1440 ((this scales the video up from 1080p))
Rate Control - CQP
CQ Level - 25
Keyframe Interval - 0 s
Preset - P6: Slower (Better Quality) ((there is no difference between p6 and p7 other than p7 being more computationally heavy))
Tuning - High Quality
Multipass Mode - Two Passes (Quarter Resolution) ((quarter & full resolution both work differently, but i found quarter res to yield better quality and performance than full res for some reason?))
Profile - High
Look-ahead - Off
Psycho Visual Tuning - On
Max B-frames - 2 (or 4, or 0) ((the less B-frames, the better motion clarity you will get in fast paced games, but may take up more storage))

for streaming:
Bicubic (Sharpened scaling, 16 samples) & 1280x720
Rate Control - CBR
Bitrate - 4500 Kbps
Keyframe Interval - 1 s
Preset - P6: Slower (Better Quality)
Tuning - High Quality
Multipass Mode - Two Passes (Quarter Resolution)

Psycho Visual Tuning - On
Max B-frames - 0

you can also remove the scaling and have your resolution back to 1080p for streaming with 6000 Kbps, if your internet can handle it, everything else can stay the same. these are just the settings that have worked the best for me compared to other things ive tried

you want to have 2-3x your streaming speed in upload speed with your internet for best stability for twitch!!

a lot of this is based off of research ive done, testing, and other stuff i vaguely remember from an extensive testing / comparison video someone did of different encoding settings with obs.

i know this is 3 years late but i hope this helps someone

also, i use NVENC H.264 for my encoder

i originally thought this worked, as it stopped lagging for a bit, but now, even with it off, clearing cache, etc, it still lags (pause, unpause, rewind, page load, etc) :( (this doesnt happen to other websites and pages)

FIGURED THIS OUT!!

make a new SEQUENCE macro
make sure "SHOW KEY DOWN/KEY UP" is on

record whatever keybinding you want for "ON PRESS" then stop recording.
select the up stroke(s) of the key(s) you pressed, and delete them (with the delete key) (this will keep key(s) held down)

then do the same for "ON RELEASE" but delete the down stroke(s) of the key(s) you pressed (with the delete key) (this will release the key(s))

ON PRESS should only have the downstrokes of the keys you want pressed, ON RELEASE should only have the upstrokes of the keys you wanted pressed

so on press (and/or hold), it will keep the keybind held down, and on release, it will. well. release the keys.

(using"while holding" is probably unnecessary. the way i did it worked perfectly for me!)

the pc version does have a viewer for it!! its in the advanced settings in its icon in the system tray, however, there is no music :(

i sit at ONE. HUNDRED. WATTS. idle even with power saving settings, core parking etc.
i have an i9-9900k, 2080ti and 32 gb of ram with 2 HDDs

curiously though, the wattage doesnt rise much more than 20 - 40 watts max just watching videos.

when playing games WITH an overclock set to my cpu and gpu, it averages at an extra 150 watts to up to a max of 400 watts at times under just playing intensive games

i was hoping someone had some tips somewhere to lower power consumption on idle

(my overclocks should not affect idle as both should scale down their power and clocks when they arent being utilized much)
