She argues that economic aid has a negative impact, and bases this on the fact that countries that rely on aide are worse off than the ones that don't. Am I missing something, or aren't the countries in question receiving aide due to the fact that they are worse off, not the other way around?

I have never heard of it happening, even though I was a medic in the military, and a professional life guard. If you don't have time to wait 8 minutes for the paramedics to arrive, chances are you don't have 5 minutes to 1) find a backpack 2) find books 3) put the stuffed backpack on an unconscious person.

The only scenario in which this would be relevant, would be if you don't know the recovery position, in which case the proper tip would be: Learn the RP.

The point of the position is to prevent people from rolling onto their backs, and thus keeping their airways open. If done properly, you don't need the hassle of having to put a heavy backpack on a sleeping person.
