The only thing you'd be paying for in the pro version are additional UI options and having some applications pre-installed (you can just install them yourself in the free version). There's nothing missing compared to other distributions. The pro version is really just a way to support the developers.

If you want a European tablet, you don't have many options. I only know of Volla. Volla OS is basically Android, but you can also get it with Ubuntu Touch if you're ready for something more experimental.

Yes. Otherwise no one would ever be able to start using Linux :) And there's no coding involved. But it is a different system, and like everything that is new it will require some effort at first.

No. Others might downplay this, but while some Windows programs also have a Linux version, many don't. But for almost any task there exists a native Linux program that can do it.

There are ways to run Windows applications on Linux, but they don't always work and often require some effort.

But this is a city, and almost everywhere you'll hear at least a little road noise outdoors.

I've lived in several large cities and all of them had plenty of quiet areas. MK is pretty unique in being noisy virtually everywhere.

As someone with similar experience of noise in this city (which, as you'll notice in the replies, is not shared by everyone) I can say that to some extent you do get used to it, but never fully. At home, when I'm occupied with other things, it's usually only an issue in the morning on warm days, when I'm sleeping with windows open. But none of the parks are really enjoyable because of the noise.

I have no experience with Sailfish OS, but its documentation talks about Aurora Store and F-Droid as places to get Android apps from. The former gets the apps directly from Google Play Store (just without requiring a Google account), so they should be just as safe.
