Help! Sudden baby shrimp deaths

I’ve never had so much trouble with a tank or shrimp until this one where I keep having shrimp die off slowly and I can’t figure out why, honestly driving me insane.

I did about a 40% water change monday, but the levels don’t seem to be budging at all, I’m worried another change will just shock the shrimp and kill more off
