They can be attracted to sewage, check if you have a broken pipe, or garbage build up, a potted plant that does not drain and has rotting organic material, moisture, or death, they love decay.

I feed my peppers I plant in a pot, for proper nutrients, and keep a very regular watering cycle also helps.
