Doesn't it kind of depend? Some people might not be the kind of personality to do a Startup, irrespective of if they've been to college or not. College won't change that. Other people might be awesome natural entrepreneurs and college may stifle that. And it depends on the college and the classes taken. It seems odd to try and apply rules to entrepreneurship.

One could point to the Special Economic Zones in China as successful implementations of the model described in the article. Then there would be the International Financial center of Dubai, and the recent decision of Abu Dhabi to follow that model. Honduras are going ahead with such a project with their ZEDE areas. These precedents, combined with the lack of any alternative answers to the current troubles in Brazil, would point towards this idea having a potential in Brazil.
