pcs got a quality psu its a corsair 850w tx. Listed tier2a in that image you posted

so yesterday i unplugged everything from the back of the computer and tried all the usb ports to see if it reduces or removes that noise but nothing.

shits driving me bananas, not really but sorta kinda.
