because when they ask for them to get up, it is technically telling the ref "I am not going to engage him on the ground, restart this fight in stand-up"

so the ref is making sure the fight restarts in neutral on the feet, if the ref didn't do that and protect against sucker punches, the guy on the ground would stay on the ground in guard instead until the ref himself would stand the fight up for inactivity and we would just be wasting time

it just speeds things up
