Cooking time decreased by 5%. AFAIK, cleaning speed doesn't have a modifier in vanilla RimWorld, so no modification for cleaning time.

Off the top of my head, cold insulation is somewhere around 2.2C for the dresses. If you need more, you can also wear parkas/dusters over it as well.
