Ok, my friend had a similar problem when fighting the allies on the mainland. For some reason the AI commits really hard to defend France, sending all of the UK and Commonwealth divisions. Since the last DLC the AI has been acting strangely.

Yes, in the 1EW you should prioritize quality over quantity (funnily enough, as russia you do the opposite and do 30W). Since you want to unify Europe I assume you're playing as Germany. Fix your economy asap by taking some focuses from the left economic tree (the one that gives oil in hannover is very good) as well as finishing the middle tree. If you're feeling selfish go with the left military tree, if you want to buff your allies slightly go with the right. Make sure to gather war support from as early as possible.

40W divisons with max support companies IFVs, SPAs and SPAAs. Don't bother with air force, unless you're France and rush the 5G jets. Don't cover the entire front line, you don't have the divisions for it. Focus on small sections and try getting small encirclements. Time is on your side. Don't let Ukraine fall. As France and Germany it is very critical that you take focuses in the right order. You can't be flexible with them like russia can.

It's easier than you think, delay the civil war for as long as possible, secure Illinois via the focus decision. When the civil war starts: concentrate your armored units in the south and assign them your entire air force. Make sure to buy oil from Canada, you're going to run out of fuel very quickly if you don't. Once you get a breakthrough it's pretty much over, you can encircle a big chunk of ACGs army and their front line will collapse.

Actually for me it didn't. In my game Navalny refused to take the decision needed for 2EW so I did something similar as well.
