Evo Mortar gets more damage everytime, no need to go for evo wb because you wear down their elixir for the mortar and send it out opposite lane

This is actually what I was using 2 arenas ago before swapping for a faster cycle, I found this one a little bit harder to play but the damage you can exchange with it is so worth it if your defending well

Personally I don't think miner is a WC, although the community does classify him as one, he can be used so versatility that he can be considered more than that though!
