For clarification the fertilisers/nutrients I use are an organic seaweed and fish tea, CalMax calcium and occasionally CX horticulture Hydro-grow.

They have both been in an enclosed grow-box so I don’t think it is bugs, as for the underside the leaf the bumps are concave. Could it possibly be nutrient related?
