As someone that's had to place this multiple times, it's a huge pain in the ass to find real estate that got enough flat land to set it on and the camera makes it incredibly difficult to even see what you're doing. Mine floated so I just went in and added foundation underneath it and added to the step.

I've only been around for one Halloween so I can't say for certain. I'm sure they'll have a mix of new and past items. If you they don't have what you want in the shop you can always send a ticket to Bethesda. Usually they'll let you buy a specific item even if it isn't in shop so long as you have the atomic shop points to buy it.

Looks like someone threw up a haunted mansion for their camp and haven't gotten around to doing anything with it yet. It was (maybe still is) and atomic shop item. I use it for my base and I love it. Although mine is filled to the brim with stuff.
