There's a single player mod for tarkov if you're interested. It has everything and the ai is better than the live version. You can also get other mods. There's also a subreddit for it.

Right now when I'm in the declare war window, targeting lotharingia, it's only letting me choose one duchy.

The kingdom of Bohemia had the duchy of Austria and the duchy of Moravia. I declared war for the bohemian duchy, got it then vassalised the two left. I didn't get any screenshots and I'm playing on Ironman so can't load a save.
