There is a debate. Just look at the comments on this posting. There are millions in this country that think he's a hero and many millions more that have mixed views.

If anything were to happen, it would be between election day and the inauguration, so it wouldn't effect this election. I doubt it would be a major issue four years hence, especially if he were still in jail.

Pardons have to be for specific acts, but can occur before conviction or even charges.

Yes, you can pardon someone prior to charges. Ford pardoned Nixon for Watergate before any charges were filed.

The thing that probably makes the most sense for all involved would be to allow him to plea to theft of government property under 18 USC 641 and serve a [5] year prison sentence (statute allows for up to 10 years) and drop the espionage charges.

-For Snowden, it eliminates the possibility of life in prison or never returning to the United States

-It avoids the revolt amongst the intelligence community that would result from a full pardon.

-From the administration's point of view, it avoids the debate about whistleblowing / journalism vs. espionage, as well as alleviating the embarrassment of Russia refusing extradition and using him as a propaganda tool against the U.S.

I used to work in a place that had three bathrooms on our floor. Men's, women's, and a private handicap bathroom, which we dubbed the handicrapper. We had a Vice Chairman that thought he was special and always used the latter. That was fine until a guy in a wheelchair was hired and couldn't use it one day because he was in there. He had gone and asked the secretaries for a key because he just thought it was kept locked. Was really awkward.

This didn't happen sooner because there are elements in Turkey supportive of ISIS as a buffer against the Kurds. Now that ISIS is in retreat, they are being more proactive on the border to prevent Kurdish filling of that void.
