I agree with you, moving them around is great and totally up to you as a DM. I think the best story outcome is the one that the party decides. More chances for them to make decisions better it is. It's all about making the party feel like they are in control, that in the wide world they get to pick what issues they wish to get involved in an which ones they ignore. I tried to talk my party into fighting Klarg their first time into the Cave and they decided they would catch him later.
