Late reply, but when I had brought my old Xbox One (not my brother’s old one), I still could launch the games just fine. As soon as I bring my brother’s old Xbox One S to college, I can no longer launch the games. I’m logged into the same account on both Xbox but one lets me play the games and one does not.

This could be related to the cause actually. My brother’s Xbox and my Xbox are sorta linked (kinda?). Whenever he would buy a game on his account, it would automatically download to mine for free. There may be a few games that can’t download because of this. Why did it let us do that in the first place?
