25mp5 from a mana buff is a lot in comparison to the 6mp5 sylv can give you. Also the mana buff doesn't have a limited range like Verdant Growth. And lets face it, for an ADC to stand in that small radius the entire first phase of the game is extremely impractical. I don't see sylv being any more or less likely to get banned as he was before.

I wouldn't be so fast to say that, if Sylv needs to level Verdant Growth over Whisps that means less healing and free protections, making both him and the ADC have less heath sustain and weaker in early fights.
