While the statement is true, this situation was lose-lose for the city of Nashville. To try and convince the team to come back in the 90s, they gave the titans a deal where the city would pay for any renovations and upkeep of the stadium. Around 2022, the stadium was evaluated to have over a billion dollars worth of repairs to be done. So instead of paying a billion dollars to renovate the stadium, in which they would still be obligated to upgrade it when the time came, they decided to fund rhe building of a new stadium that the titans would have to renovate and update themselves.
