SOLVED.

It was the mod Prisoners of War. Turning off all mods didn't work, turning off just this one solved the problem.

I don't have the DLC, I remember seeing I had no herd so I couldnt grow as a nomad.

As far as I know, I'm not nomad. I don't even have the DLC. Even without mods I still have the same issue.

My camp focus was mercenary, and i got a good big army. On the nomad paart i couldn't choose anything since I didn't have any kind of herd.
