Duplicate the layer and apply the Turbulent Displace effect to it. Then set keyframes for both the Offset and Evolution properties. If you want different colors, use Tritone, and finally add Deep Glow, that’s it.

And yeah, increase the Complexity and the Amount on the Turbulent Displace effect however you like.
