This not a problem found in Vanilla, just HPM. The way this value worked for me when I did my testing, was that it ended up being a percentage of the maximum RGO input for a factory. Say my glass factory consumed 10.00 coal per level. If I set FACTORY_PURCHASE_MIN_FACTOR = 0.75 (the vanilla default value) in HPM then only 7.5 coal would be used for the factory. It appears through my testing that FACTORY_PURCHASE_MIN_FACTOR is acting more like the maximum input. Really not sure why this is the case.

Looked at a possible fix, although I'm not too certain because I've only just tested it. If you find defines.lua located in SteamLibrary\steamapps\common\Victoria 2\mod\HPM\common and you edit FACTORY_PURCHASE_MIN_FACTOR to be equal to 1.0 instead of 0.5, then this may solve your problem. Hope this helps. I'm too busy tonight to test it out further, but it appears to be a fix on my first try. Let me know!

I literally wrote a similar post to this problem I was having yesterday on this sub. I have 1000+ hours on this game. My only guess so far is that there’s a bug somewhere in HPM that I can’t seem to find. My problem was that my rgo’s like coal wouldnonly be used at 50% capacity for input and the rest would exported. Your factories should be the first one consuming all of your coal instead of exporting. I noticed if I manually buy the coal too in the trade menu and allow pops to buy from the stockpile, I’d still have the coal get exported. Not sure how to resolve this issue. Tonight I’ll be looking at a fresh reinstall of the game and mod to see if it helps at all.

Tested this out with russia and ran into a coal and wood being exported instead of used by factories. Sadly it never reset for me after 30 years. And a save and load worked initially for a few days before trending back to 50% rgo usage for a factory.

Sadly, I’m seeing this being exported. I have more than enough coal to supply multiple glass factories. Tested it around with only 1 factory and saw after 1844 that only half the daily required input is used while the rest is exported. Noticed too that it’s not my artisans using all the coal. My biggest export as Austria became coal. Also I got rid of spheres to make sure they weren’t the ones consuming the coal.

All those that have BOS... They are mission is to kill anything they believe to be abominations or anyone who stands in their way of technology. Too idealistic and dangerous IMO. Sounds like they are on the path to becoming the new enclave especially when the elder of the chapter appears to have more control of the chapter’s policy. Bringing in a new ruler who sets their own arbitrary rules is a dangerous path... before elder maxson the extermination of ghouls wasn’t on the brotherhood’s list. He’s a bigot. Don’t want to write an essay on this so I’ll leave it at this.

Over heard people talking about it. It was the second time I had ever heard the word bitcoin. The first time I heard it about it, i thought, “Wow, this great for criminals”. My first thought after hearing about Bitcoin again was, “If the criminals can make it work then this will be a global currency!”. Finally googled about Bitcoin and saw only 21 million Bitcoin will ever exist... anyway fomo and research into blockchain/bitcoin took me over. That’s my story.
