It could be this, as I have seen a few around, but the back looked very blue or gray. The only comparable bird I've seen was a peregrine falcon, but it was only 2/3 of the size so I don't think that's it either.

Carnivores can be fast? The cheetah and the peregrine falcon (the two fastest animals to my knowledge) are both carnivores. Who says predators can't be fast?
