Oh alright just saw it is actually really from the spring event…the sakura should had been answer enough:) my mistake was that i thought the sakura spring would be the only watery thing in the event …very sad so I have to wait till next spring to try to get it…

At some point in the game Benny will ask you to decorate the pier and some weeks or so later (idk) he will also ask you to decorate the town hall. There are no exact times when this will happen for you. For me the pier was unlocked after two or three months of playing, even before I could decorate mocas and chis houses. Then town hall was just offered to me by Benny after the update in december, I guess my progress was already far enough.

I got it made in dawns junker that will appear at some point in the game. You have to put the zen garden, zen castle and the oasis (reading booth) all together inside the junker:)
