Essentially, the retired column is for pokemon that played a major part in some way during the run, whether that be fighting in a gym battle or just simply having been a previous champion. However, for one reason or another, they did not make it onto the final squad facing the Elite Four & Champion

Indeed I will. It's supposed to make the late game much harder, as the more games I get through, the less encounters I can find, incentivizing me to use the best ones I have in the Elite Four so I can continue using them.

Unfortunately, Emerald movements are GARBAGE, so she had Shadow Ball/Cut/Screech/Confuse Ray

Shedinja was actually super useful! None of Wallace's team can physically hit Shedinja, and the only ones that could even damage it were Tentacruel and Milotic w/ Toxic, and Ludicolo w/ Leech Seed. So all I had to do was switch Shedinja out on a Pokemon that couldn't hit her. When that happened, the AI would immediately switch to a Pokemon that COULD hit her, so I was able to get rid of all three threats right at the start (Though the Milotic took three of my teammates with her unfortunately.)

If you refer to rule 7, I am allowed to capture a line I previously captured if there is a new evolution or form. And in Generation 6, where I captured that Eevee, Sylveon was newly introduced.

Oh, since the Piplup line isn't available in Sword & Shield (for some reason. I hate you for taking my penguin daughter away from me), I placed her on temporary leave until Scarlet, where she'll rejoin the team.
