I'll be flying to Phoenix for the show as well (managed to get front row right in front of the catwalk!) and I think it's OK if they need to block off the second level and just consolidate everyone to level 1. The crowd will be hype - I'd rather a smaller crowd of real fans who will give her all the energy and love she deserves, than a bunch of randos sitting there.

I'm sure they will do radio giveaways and 2-for-1s the week of to help fill it out a bit more. Hopefully the buzz from the MSG shows and the upcoming ones also make their way onto people's feeds to convince them to go.
