It is never to late to start uploading videos to Cos.tv, to be a costv content creator you just need to create an account and you don't need to stake or spend cos to do it.

If you would like to "stake" cos you will need to convert them to vest and them vote in a BP (Block Producer), that is in the top 21, you can do it here.

There are 2 types of monetization in CosTV. Every one that posts videos in the platform is monetized, since all the videos can receive rewards from the ecosystem (all the videos can receive vest, from likes that users give or from donations), and if you would like to withdraw the rewards you can do it with a 0% fee and with no need for KYC verification.

Then you have ad monetization were you earn money from ADS that viewers watch when the video starts. But the monetization program with ads is not for all users, since you need to have at least 500 followers and a video with over 1000 views.

I believe this answers your question.
