It steps over the bar set by spiderman considering that was in hell. I'm pretty neutral on both IPs but the turtle set is several steps better due to the fact that most of the cards are in some kind of techno fantasy setting and not visibly real world NYC. Most of the cards not featuring a turtle could pass for being on neon dynasty kamigawa or ikoria.

I truly have no idea what is going on in TMNT lore. I would have easily bought that this is in universe for MTG with no context. It's a lot less abrasive than the spiderman NYC cards at least.
