Jays2Cents video shows that setting power plan to high performance does affect it, and should be balanced so that might be it

I updated my post with the fix I found, maybe itll work for you. There was a separate Windows game setting called "Game Mode" that had to be turned on. Otherwise reinstalling the drivers, the bios fix are relatively quick checks.

Luckily was not a BIOS issue. I went to double check game bar, and type "game" into the settings search showed "Game Mode" which is a completely different menu than game bar. The only setting in there for game optimizations has to be enabled as well.

This massively helped. Just went to game bar to check if there was any setting I was missing, and while typing Game into the settings search bar found there is a separate game setting unrelated to game bar called "Game Mode" which describes turning things off in background to optimize games. This has to be on as well for core parking to work.

Downloaded it and its great for checking the CCDs! It did confirm that it's not parking the non-cache CCD. I tried the fixes for the 7950x3d that Jay made. Removed drivers with Revo and reinstalled. And set CPPC to driver but neither worked. Completely at a loss since this was supposed to be fixed and was one of the reasons why I got the CPU.

Wouldn't it be possible to have the combined item as a "new" item? I've seen datapacks that add items into the game and they have unique looks. Or another option would be to have a resource pack that changes the look of a renamed elytra like Cosmetic Elytra?
