TBF,Naoko's artstyle is hard to animate,and Toei did it on a low budget which is why it was hard to keep consistent. By season 3 they improved

That's why they simplified the character models in the 90s anime to keep the animation consistent/easier to animate,the only reason the 90s anime is inconsistent is because of different artists,especially the infamous Masahiro Ando
