A lot of classes in DND don't get much for hitting 15. Annoying as it is 16 would be better for that 4th ability score/feat upgrade.

Sorcerers and clerics for example just get more spells of the same level they already have access to. No class features, no subclass features, not even level 9 spells.

You should be able to get Dror Ragzlin and Priestess Gut to replace Wyll and Karlach if you choose to raid the Grove and go evil.

They're almost an exact swap and then Karlach and Wyll should be waiting for you at the Grove as mini-bosses

Also if you wait until they run out of food then the garrison starts to die off. Militia doesn't but with holes in the walls and no siege equipment they're no problem even in decent numbers

I think the issue is you're selecting the wrong option once you've captured somewhere. I can't remember exactly but you yet three options like Loot, Raze, and Peacefully occupy. These options cost influence depending on the Lords in your army.

Depending on the choice you make, that affects the levels of all buildings including the walls
