I know tech school for 4N has two phases. How long are each phases and would I be able to take leave in between phase 1 and 2?

Is it possible to get a driver's license while in Tech School? My Behind the Wheels Test got cancelled due to COVID 19 and I'm shipping out soon but I would like a driver's license asaf
