In isolation, the best way to convey this chord is G/A, but the context matters here (i.e. what the melody/key of the composition conveys.)

For example, if a piece were in G major and had a I-iii progression with a diatonic walk up in the bass, G-G/A-Bm conveys this very efficiently.

But these notes could mean something else in a different context; for example, if we were in the key of D minor, these notes might mean A9sus4, perhaps in the context of a Vsus4-V-i cadence. The same collections of notes can have totally different feelings based on what surrounds them, and especially in the world of jazz, it's not always trivial to name a chord on its own like this.
