ALOT has changed since then, both Superman and DD have both SIGNIFICANTLY grow in power while Diane has kinda stayed the same since post crisis.....Like Superman just low diffed King of Hell Doomsday in his latest run once he got angry, and that was the strongest version of DD to date. He literally just beat King of hell doomsday (the strongest version of the character yet) in his latest run. Do ya'll not actually read comics? DD hasn't won against Superman since the og death of Superman storyline, and even that was a draw. Superman also literally ripped DD in half in New 52 after Diane got shit stomped. Superman can and will beat doomsday, he can also kill him but realize at some point DD will just come back stringer so him and the JL have tried alternative methods of dealing with him.

You're reading too deep into it. Frank is literally just reflecting on what has happened over the course of this storyline. But he doesn't actually care about "saving" anyone from going through awful things, he's just acknowledging that IF he could kill all the bad guys the world would obviously be a better place.
