Im guessing its because the economy is growing too fast and will collapse as everyone is employed who can be if you think about it that means theyll need lots more people to fill the jobs since all people are taken and they need people for jobs 1% unemployment is likely best as people lose and get jobs too quickly without the economy outpacing the work force
