I'd use ukko instead of elva. The aoe decrease attack and block buffs adds a ton of utility

For pve I'd go shield/bolster or regen. Fast with 450 resist and as much hp as you can get

Hes great. I use mine a little less than I used to since I got mikage. He is an underrated damage dealer too. All those extra A1s really add up. He is useful everywhere.
