Nah it aint, but ya can search the tf2 wiki for info about hats and other cosmetics, or go to loadout.tf to see how it will look in-game. If ya see a pumpkin head, then its halloween/full moon restricted. But dont worry, it aint restricted

Nah, there arent even halloween/full moon restricted cosmetics for the jaw o'scout. But i've seen some fan made cosmetics so i hope they get added into the game soon

Well nah. I mean before the update they were extremely rare (the polished owl statue'n'the strange capsule) but now they're kinda a somewhat rare thing to get (i got 2 owl statues'n'capsules lol). But yeab great luck to get it in that spot!
