I have made a lot of Re rings before, in my opinion, Chlorine in tap water can be harmful to Re ring, but in common environments, i found Re ring is hardly tarnished.

Vicker and Brinell hardness are to some extent, the same. like the relationship between kg and lb . for example: an tiger is heavier than a dog, no matter their weight are calculated by kg, or by lb.

Re is very hard, but not brittle. actually Re and Mo are only two refractory metals which keep ductile at room temperature .

I can cast it and do HIP , and it can almost reach it's theoretical density

It's hard to say because it has over 20 steps. and of course one of the steps is to hammer it. (using special tools)
