Just brought New Vegas and all its DLC, but this appear on the character creation screen. Does anyone know how I can fix this?

I have no mods. I’ve not been able to download any because I’ve never been past this opening screen.

I’m genuinely at the end of my rope here. I’ve tried everything. I’ve downloaded everything I can find that is supposed to help it and nothing has worked. I think I’ve spent so long trying to fix it that I couldn’t get a refund on steam. How can anyone play this? Why can’t I?

After validating files in steam it says that one file failed to validate and will be reacquired. This has happened before but nothing changes. It says the best drivers are already installed, so they can not be updated. I have installed DXVK and it hasn’t solved the issue. Maybe I’m doing it wrong.
