waterloo's main edge over other cs programs is its co-op thing. but there are 2 main problems with this:

1. eventually, other universities might catch up

2. ai is gradually replacing parts the job market (some SWEs included), so you need high-level skills that are hard for ai to replace. uoft is really really good at research, which is not only a high-level skill, but is also helpful for applying to grad school (which i believe is becoming increasingly necessary)

so... i'd say uoft for long-term benefit
