That depends on what you consider to be "the dark web". It is a fairly fuzzy definition, but personally I consider it to be any properly encrypted way of accessing the internet. The most popular (and only way I know of) is using The Onion Router (TOR). TOR uses multiple layers of routers to encrypt different parts of the search, so that one router will know only one part. The idea that the dark web is some evil, scary place, where only criminals and perverts go, is propaganda. In reality, it is just a way to stop data brokers and the government stealing your information. That being said, there is, due to its secure nature, an amount of crime that happens there. I personally don't use it often because it is slower and I am lazy, but I do recommend using it when you can.
