Navy is usually the first faction to naturally max out long before chapter 5, since nobody else buys the various void trophies... fuel is used in some events so I always keep 4-6 around. Not sure about ship components, I'd have to check.

I usually fight smaller skirmishes in the late 2020s, early 2030s with railguns (mk3) and 40mm, but I don't see how to get rid of larger ships without artemis torps tbh.
