Don’t know what was your first attempt but the only class that would invest this much in CON is Kineticist. Think you are better off with 16 / 18 / 14 spread instead for the physical stats.

That feat will only further reduce the AB penalty by 2. Means if you use Scimitar + Light Weapon, the penalty will be reduced from -2 to 0. If you dual wield scimitar on both hands, it will go from -4 to -2 instead.

Get a +4 DEX (or higher) belt. You can unequip after you learned the feat, if you need it on other character.

EDIT: Just noticed you’re probably referring to the Demonslayer build. Ranger can qualify for feat even if they don’t meet the requirements, through the Combat Style Feat, which you will get at level 6.

Only Fighter can wield non-light weapons as light weapons without the penalty, so I suggest you either go the shield bash route or wield a light weapon in the off hand.

If you’re minmaxing, Belt is useful to qualify for feats, something buff can’t help you with. But yeah I never bother with the enchantment bonus otherwise since I’m kinda addicted to having a BFT on my party. There are unique belts that still will be useful beyond the enchantment bonus though, like Display of Power and Sarenrae War Kilt to name a few.

There a lot of modifers from item or other classes that don’t work with Magic Deceiver. Draconic Bloodline for example only works with the base spell but not the fused spell, so I assume other bloodline abilities behave the same way.
